Very likely not legit.

Give me a few minutes; I think I've seen this one before...

I don't believe we have an identical design in the database, however it's a variant of two known designs.

Quick guess from my side: You're selling something comparatively small but very valuable on ebay (jewelry, an expensive watch, ...). The buyer contacted you and asked you to make this deal "outside" ebay using this escrow company? The potential buyer contacted you from an account that is not freshly registered? You're supposed to send the item somewhere in Europe (most likely Spain or France)?

Is that more or less the story?

at http://www.etblieu.com/services.php

I read:

It takes Buyers and Sellers from purchase through completion, covering every step in between.

It's very likely the same scammer/group that's behind those sites:

http://escrow-fraud.com/index.php?page= ... layout=192
http://escrow-fraud.com/index.php?page= ... layout=193

Certain text phrases are identical (and haven't been used with any other layouts); and those sites were almost exclusively hosted with XO (and so is etblieu.com).
