Done a bit of digging arround on this one and there are a few other ones that also go to this site with different names.

Being used by EBAY scammers user: kimlofgren

He uses the email <felipe_donna@hotmail.com> and can be found on ip address 172.178.2.63 he asks that you use his Escrow service.
He says:
"I am in Italy , will take 2-3 days to arrive if we use http://www.kmspeddy.com for payment and shipment . Send me your full name and address so i can send the package."

I looked up the domain information on kmspeddy.com and emailed kumiko00@googlemail.com and got a reply from felipe_donna@hotmail.com

So could this person be a lone scammer?

I doubt that he is working alone, but probably part of a bigger group of scammers.
