it is fraud, I paid 250 $for a Phone and they sent empty box, the false seller want the pictures of the empty box, this accusing of robbery the mail EMS....

You may be right that it's a fraud, but it's hard to say. The site has been around since May of 2007. They are out of China. I would be very cautious about dealing with sites based in China. That is not to say that they are all scams, but your recourse is limited.
