I Went to the site http://www.ellsafe.com and when I got there I immediately recognized the layout as one I have seen before. It also (sort of) has an escrow.com look to it. Anyway. if you compare that site with one (no apparently shut down) http://levore.com you will (would) see the similarities.
Since (as noted above) Levore.com is apparently shut down, You can see that I now keep snap shots of sites (for later reference) at http://escrow-fraud.pgardner.net/images.php You will see the 2 sites ellsafe.com and levore.com and their similarities.
The thumbnails (well sort of) are below. If you go to the link above you will see all the other sites (and their layouts) to be weary of. They are also clickable for a full size view.
I also checked the WHOIS and found a record creation date of 17-nov-2004

Since today is November 23, 2004 (and the original message from James was on Novmeber 21,2004), I highly doubt that this is a legit site.
My advice..... AVOID.
