How to become a legal escrow provider

I want to build an online marketplace for services where I will need to act as an independent and licensed third party in order to protect both buyer and seller in the transactions done on this online marketplace.

How I can become an escrow provider? Are there any options to outsource this?

I can't create and own legal entity where I live now and that's why I look for the best options to offshore if possible.

Where are the best countries to register the legal entity for the marketplace? Is offshoring this company an option?

In other words, how can we establish a legal entity with the ability to be an Escrow provider but stay in and run the business from anywhere?
