Fraud wich is registered???

I want to do a deal with a person from London,

he gave me as a prove his full adress, his callable phonenumber and his REGISTRATION number, that should proof, that he is registered,
can please somebody tell me how secure this is and where I can proof that number?

Address and Phone number are NOT proof. He is probably betting that you WON'T go to the address to find out. Even if you do, to him, you are just one out of the potenial hundreds (or even thousands) that he could get.

Your best bet is to post the information here, see if someone can personally verify it (as you pointed out, someone from London) or someone that might have had a previous experience with the same individual.

If it's found out to be legit, I will garuntee that the information will be removed, if, however, it is a scam, the more people that know the better.
